Arafat's narrow, almost totally tactical vision did not go far beyond believing that his end justified any means. Instead, they expected that Arab states would unite behind Egypt's wildly popular Nasser, not a Palestinian movement and leader, and would launch a conventional war, not a guerrilla or terrorist assault, which would eliminate Israel. Once Israel disappeared, it would be replaced not by a Palestinian state but by the Palestinian province of a much larger Arab country.
