The question is no longer which programmes to choose, but rather how to maximise safety programmes’ success by minimising the likelihood of any unintended negative consequences—what we are calling ‘behavioural adaptation’—to maximise safety gains. This can be achieved by anticipating potential behavioural changes and using them to advantage, or by more accurately predicting when and under what circumstances behavioural adaptation is likely to develop. By improving our understanding of behavioural adaptation and the conditions required for its expression through the use of resources such as this book, road safety policymakers, educators, vehicle and component designers, and traffic psychologists will be well-placed to achieve the laudable goal of making the world’s roads and roadsides a safer place.

Hence, what may have been an unintended effect at one time may become an intended one in the future. Thereby, this aspect of the definition has some flexibility. The inclusion of the term ‘not intended’ in the OECD definition of behavioural adaptation is presumably meant to ensure that all possible effects of a change in the transport system will be considered when assessing, planning for, and implementing such changes. The initiators of the change will likely want to ensure that all intended behavioural changes are considered.

In that sense, a driver’s interaction with the actual situation is ‘mediated’.
