At the end of January 1917, Tsar Nicholas decided he would dissolve the State Duma and not hold new elections. The events that followed only reinforced his conviction to do away with popular representatives and to again rule Russia directly. After another labor dispute at the Putilov Works, the company managers fired several prominent union leaders; the workers immediately went on strike. On February 23, the tsar returned from a depressing visit to the imperial headquarters at Mogilev to find new food shortages and an additional 90,000 Petrograd workers on the streets rather than in the factories.
