After another labor dispute at the Putilov Works, the company managers fired several prominent union leaders; the workers immediately went on strike. On February 23, the tsar returned from a depressing visit to the imperial headquarters at Mogilev to find new food shortages and an additional 90,000 Petrograd workers on the streets rather than in the factories.
