Management This group must be familiar with the concepts, policies, extent of commitment from upper-level management, and specific assignments of responsibility associated with process safety incident investigation. • All employees in a position to notice and report a near miss or accident This group includes operators, mechanics, first line supervisors, auxiliary staff groups such as technicians and engineers, and middle-level management. They should be trained on how to differentiate an incident from a nonincident and what to do once an incident is identified.
