Chapter 4 focuses on the efforts by West European leaders to create a regional liberal order after World War II, based on the principles of democratic governance, the rule of law, and economic cooperation. It shows that these leaders believed that this could only be maintained by the proliferation of liberal states in the region. In order to facilitate this form of political organization, European institutions developed a concept of European citizenship and sought to empower individuals through a complex and extensive system of human rights protections.

As a result, core states within international society are more likely to act on behalf of the collectivity in cases where the cohesion and progress of the society is at stake. As I will argue in chapter 2, international protection regimes help promote the progress and cohesion of a regional or international political order by creating stability within the participating states. This is the primary factor motivating their creation. Argument and alternative explanations In the following pages, I will argue that international protection regimes emerge from within international society when the leaders of the major powers believe it to be necessary for the cohesion and stability of a regional or international political order that they value.
