The photons, which carry no charge, would be scattered like fog by the charged particles. The Universe would be opaque: Nothing would be visible except fog, just as a car’s headlights cannot penetrate a heavy fog. Eventually, the Universe cooled enough for the hydrogen and helium nuclei to capture electrons, and thereby form complete atoms.
