It is a federal law that consolidates the protections of the Thirteenth Amendment, which abolishes slavery, and the various immigration and organized crime laws (racketeering laws) that are frequently violated when traffickers, particularly those with organized crime connections, illegally transport victims into the United States. The VTVPA takes a three-level approach to combating trafficking.
