The authors argue that the colonial WSS built in Kenya, Uganda and Tanzania during the early 20th century followed the paradigm of large-scale 12 W ATER AND S ANITATION S ERVICES technological development – a model of WSS that was preserved after independence and that has been characterized by the systematic discrimination of the urban poor. They also examine recent reforms introduced since the 1990s, which have been centred mainly on cost-recovery policies rather than on improving and expanding the services to the un-served poor population located mostly in informal settlements.

Thus, the process of governance in relation to WSS involves decisions about how these services should be organized, financed and governed, by whom, on what principles, to serve what interests, and so on. In consequence, the editors adopt a critical perspective towards the mainstream WSS policies that have been implemented worldwide since the 1980s, a perspective shared by most co-authors. Not only have these mainstream policies failed to deliver the expected results, as shown, for instance, in Chapters 2 and 6, but they have also set in motion processes whose inertial forces will continue to shape the way in which WSS are organized in many countries for years to come.

These positions are defended, among others, by multilateral institutions, international organizations, academics and practitioners, who emphasize market efficiency as the primary objective in the management of WSS over the principles of universality, equity and social efficacy. We strongly believe that the organization and delivery of WSS cannot be subordinated to market interests, should not be subject to market criteria as their main organizing principle, and that the pursuit of sound and sustainable management of WSS’ economic, financial and techno-infrastructural aspects does not require treating these essential services as private goods.
