It was dissolved November 24 of that year—only to be followed by a multitude of presidentially created boards and bureaus that regulated the nation’s entire economic life throughout the war and that, despite false starts, mistakes, and prophecies of doom, somehow muddled into triumphs of production, research, and supply. The beginning of the mobilization of civilian manpower for defense came in late May 1940 with the formation of the National Defense Advisory Commission (NDAC)—a superagency of the sort envisioned by the army’s Industrial Mobilization Plan.

It took 22 days to design, test, and redesign them. 29 To such industrial pushes the Allies owed much of their ultimate victory. S. rearmament. Meeting this demand was another matter. S. territory. ”31 Though the 1914–18 conflict has long been called a world war, in actuality it was largely confined to Europe, and it was as a European war that most Americans thought of the conflagration ignited in 1939. When in 1941 some military leaders began to glimpse its global nature, they recognized needs far exceeding their previous estimates.

July 24: The American Federation of Labor and the Office of Production Management sign a nostrike agreement for the duration of the national emergency. July 26: FDR freezes all Japanese assets in the United States, notifies the Japanese that the Panama Canal will be closed for repairs, and cuts off shipments of high-octane gasoline to Japan. August: FDR creates the Supply Priorities and Allocation Board as the policy-making and coordinating agency for the entire defense program. The new board works on allocation of materials until the creation of the War Production Board on January 16, 1942.
