As a result of this report, new legislative proposals for a safe drinking water law were introduced and debated in Congress in 1973. In late 1973, the General Accounting Office (GAO) released a report investigating 446 community water systems in the states of Maryland, Massachusetts, Oregon, Vermont, Washington, and West Virginia (Symons, 1974). Only 60 systems were found to fully comply with the bacteriological and sampling requirements of the USPHS standards. Bacteriological and chemical monitoring programs of community water supplies were inadequate in five of the six states studied.
