Due to outside pressures, Thailand allowed funds to flow freely into and out of the country. As a result the Thai private sector acquired a burden of international debt. In addition, on July 2, 1997, Thailand allowed its currency, the baht, to float (the exchange rate or values against other currencies fluctuate in line with supply and demand in the free market) instead of remaining fixed. The value of the baht was quickly cut in half, creating a huge burden for investors. This led to the Asian financial crisis, which rapidly spread to other Asian countries and raised fears of a worldwide economic meltdown.

This agreement says that eventually there should be no tariffs on imports or exports within the ASEAN region. The security cooperation unit is responsible for addressing the region’s security concerns. Following 9/11, one of their major activities has been to coordinate ASEAN regional efforts against international terrorism. At the secretariat, four professional directors are in charge of the four basic functional units, and eight assistant directors serve directly under them. There are 15 senior officers and other well-trained expert staff.

However, each country in ASEAN retains control over its own policies. Intergovernmental organizations’ powers are weak in the sense that the organization itself cannot force countries to carry out its rules. They also do not employ many people to develop policies in the interests of the region as a whole or to enforce policies. Conversely, stronger regional organizations, such as the European Union, have institutions that pass laws that are binding on member countries. The twentieth century was dominated by wars waged between nation-states.
